Update : I have changed the four 6h30 in line section and now the noise is greatly improved
This objects are strange , in my pre volume not influence hiss , even at max level .
The volume is ahead the output circuit so the noise is always there even the pot is at max attenuation
As I wrote you it is a tube issue
The 6h30 and 6n6 need to be well selected also for noise floor, micro phonic and gain

If you have a lot of gain which it sounds like you have placing a fixed resistive attenuator between the pre and power amp will reduce noise.
This preamp hasn't an high gain.
The problem, white noise, is always related to the tubes.
In some case, but you have some random "pops", it is related to plate resistor.
