Help! LEAK Trough Line GATE decoder problem

Start by obtaining and carefully reading the chip datasheet. Measure resistors in situ. You should find similar readings for pairs which are the same in each channel. Measure DC voltages. Don't change everything as that is a very good way of introducing new faults; lifting them off and putting back has similar risks. 20 year old resistors should not have degraded, although it is possible that one has gone faulty.

If fault tracing is beyond you then get someone else to do it.

Over time, film capacitors and resistors don't tend to degrade much, but any carbon composition resistors certainly will. It's a good thing that it looks like all carbon film types. With this fault, I'd be looking for a part failure, so your suggestion looks like the proper way to approach this. That is if you aren't going to use an oscilloscope and audio generator.
