External power for sound card in PCI slot?

Has anyone tried to bring an external clean regulated power to PCI sound card in a PC?
Apparently 3.3 Volts is what is needed to power up the card in a PCI slot.
I am thinking of doing so for Lynx L22 sound card so that it is not powered by switching PSU in PC, but I have no clue how it would be done, if I would have to lift up one leg on card’s PCI bus connector, or…?

I assume there is really nothing that could be done about the ground, other than designing your own motherboard?
