Dual rail SMPS blowing fuses

If the 8A T fuse on the SMPS is OK then the PSU is probably OK. You could have just the PSU (out of the device and not via the IEC!) and put it on something isolated like plastic bag/sheet or a newspaper and then feed it with 230V and see what happens. My guess is that it works OK.

If not then the breaker will trip (doing what it is supposed to do).

Such resistance like 1,6k in diode mode is not ok. But due to bleeder resistors, caps sometimes charges very slowly, and this may be false alert. Try to connect to mains directly, if would like to avoid boom, use water kettle in series.

Too late for a dispute from seller?
Specs for this smps didn't specify ac input range, at least i've not found that. And for full range 85-265v ac it's not designed, doesn't contain booster inductor, at least from seller photos, so it's single voltage range device . Two capacitors near diode bridge, it's very common for devices for 110-120v ac input. Before ordering and blowing another one, first ensure compatibility with 230v input. And for more complete answer, disassemble this blown first, and post a good quality photos of both sides of pcb. Probably a track and jumper was installed for voltage doubler, so if this will be cut, it can work with 230v input.
 
That is not nice so claim warranty at the seller.

OK it really pays off to test stuff immediately (ultra cheap stuff definitely) when you receive it but I guess that is what you will do in the future. Maybe a small step up in price will also pay off.
