After seeing the voltage, that's the voltage switching for the differential amplifier. You don't have audio without it because the front end f the amplifier doesn't get the voltage it needs.

Does the audio circuit appear to be the same?
If so, are all of the transistors installed connected properly (there are several jumpers on your board)?

Some power supplies have softstart but that generally only involves the pulse width of the drive signal, for the power supply.
The muting (if that's what you're referring to) is done by the 4558 near the amplifier section. If it's supplying ±10v to the differential amplifiers, it's working properly.
