?? Not familiar with this, which requires a near enough (>10x Vas) IB for a 0.4 Qts' driver to get 'close enough' to a 0.4 Qtc. A 0.4 Qts' driver OTOH is for a classic reflex alignment where Vb = Vas, Fb = Fs.it seems to be the 'classic" .4 Qtc woofer.

Does the driver really have 7000g mms, a 15 pound cone? I know about the imperial metric problems in Northern America.
1.7 litre Vas is very little and quite unusual, too. Maybe check if you did not convert from square foot?
