The laser power is adjusted by playing a test disc (or an average disc) by adjusting the resistor 3180 (or 3140) on the underside of the CDM-1, until the voltage across the resistor R309 is 575 +/- 75 mV. The variable resistor 3180 is 1k, located near the 8-wire flex cable going to the laser head.
You have to remove the bottom plate in order to access the CDM-1 PCB. I place the CD player onto a pile of books on the edges and use a mirror as a help for underside access. TBH I never had to do this adjustment.
R309 is on the green Servo Board seen on your picture.

Bad idea to replace the original capacitors. I see a Roederstein electrolitic capacitor, the gold serie Roederstein capacitor are really bad quality. I don't know why they are well considered in the hifi world, but they are really bad. They use to short circuit, leaks, etc...
CorrectThank you for sharing valuable experience~
R309 Is it here??...
Something very confusing happened... The laser power is adjusted by playing a test discby adjusting the resistor 3180 on the underside of the CDM-1
The highest can only reach about 350mv
I don't know what else might be wrong??
