Are the two current shunt resistors in the circuit?
If yes to both, post the DC voltage on the LM311. Place the black probe on pin 4 of the LM311.

The voltage on the opto-couplers doesn't seem right. For these, you have to measure directly across pins 5 and 8 (black on 5, red on 8). See if you get the same results measuring that way.
