I think so. If he tries one million times, he might pass through at least once. Nothing is impossible . . .

Call Weldon, is right, the wells of the plane will turn double as faster if the plane where running on firm earth rather than in the funny belt. But this is a side effect. The question was: the plane will or will not take off?
Planes do not rely on wells to advance, some planes do not have wells at all. Hidrofoils do not, neither do those planes with ski to land and take off from snowy soil.
Planes take off because of the force the air exerts on the lower surface of the wings. And the air exerts that force because the plane has a relative forward motion respect to the air.
That motion is given to plane by the thrust given by the turbine.
And at last, the turbine propel the plane because of the difference on the pressure given by the combustion gasses by the forth chamber, closed, and the rear open jet (no pressure). This lead the name jet propulsion.
I could go in a further explanation with physics and math demonstration, but you could still say this is my opinion.
I have a friend of mine that worked in Canada some years ago, and he always plays this way. :bawling:

OOps, I assumed that the belt where running with the same speed but in the opposite direction. But it doesn't make any difference if the belt runs in the same direction. In this case wells doesn't turn at all. But this will make any difference for the plane.

Hmm, now if the belt is heavy enough, and moves fast enough, its rotation should form a closed timelike loop, so the plane joins the runway, hurtles back in time to a point where the belt doesn't exist, then takes off on the normal ground as usual...
