14mm p-p and super low LE sound a bit off (?)
I wondered about that too........
(thought he wanted "fullrange small")
Here's 2.5 liter with a simple passive highpass with 100uF cap and 4mH inductor.
It would catch fire long before running out of excursion as 40 volts gives around 3.6mm peak

- and keep on going down in size while up in frequency .
you can now plug it into US 120v AC mains or wideband for a peak of 3.5mm (that's a joke son...)
1 liter with 56uF/2.2mH highpass

Here's a sim in 20 liters with 700uF series cap.
for fairly flat I'd go for 30 liters, some stuffing, and a ~1000µF cap. f3~45Hz
I expect it to be more than 150mm 😎.... the 240v spl - the excursion is interesting 😀
