I think you have voltages that are mv listed as volts. Correct the voltages on the paper then repost it with the corrected values.

Wuyh the jumper in place still no malfunctions, so is that q707 was defective or something else
Remove that jumper and do the same for Q545-Q548. ONE at a time until you find the troublemaker.
You are looking for the one, when jumped, the amp works without malfunctioning like it did when you jumped Q707.
