I don't think it's a proper order but a "Letter of Intent".
Definition:
In a nutshell, the letter of intent is generally used to cover all non-binding preliminary agreements between parties to a transaction. ...
I expect BA could walk away if they wanted to.

Also note the airline specifies what is painted on the plane.

Not really. They are just pointing out the obvious which is that they are running out of space to park completed aircraft!
Really? Surely they can rent a couple of football fields worth of space at *some* airport and fly there? It's an airplane, right? ;-)

I guess the problem is not just where to store them but cash flow. It's no longer a couple of months delay but more like 9 months before they fix the problems and get recertified and then resume deliveries.
