Without knowing input ripple, measured with the same multimeters these numbers are not absolute. The ratio between input and output ripple is what counts.
Ive built tube based ones that measured 300uV at 300V 30mA out with approx 420V in and 2VRMS ripple in.
If you have a spare 24V winding or transformer you can make a dandy reg out of a LM317(HV) and a PL36 in triode. Mind you the G2 of the PL36 doesnt like high voltages. Ive tested this and 1mV RMS noise+hum should be achievable.
In triode the data for the PL36 at 100V is approx Ri =350R u=5.2 and S=14mA/V
if you have 420V +-10% in you can get 300V 100mA out with a triode PL36 maida.
