I am wondering if wouldn't be better/easier linear stabilisers L7915 and L7815. Why this is better?

never, but you can get it out of the MJ15004 and the MJ15003, BD139/BD140 was the biasing transistor replacement.
I believe you are confusing the PSU10R with the LDO. PSU10R is the one that is 10A.
