Amp is pretty much the same as Fusion-FP9001D. Schematics are in Perry's guide.
Some guy tried to fix it, but made more damage to the amp than anything good. Output section was totally dead.
I've changed so far:
Hip4080 -->new one from reputable source
CA3290 --> NE5532
CD4069UBM --> new one from reputable source
CA5470 --> TLC2274ACN
Couple of resistors and caps. Took out the mosfets (they were indeed shorted).
I could NOT change the CD4013B as it's unavailable in my region anywhere due to supply issues.
Amp now starts but the FLIP FLOP CD4013B shuts down the hip4080 thru pin 3 going high. I do have all the +12v, +6v from the regulator.
When driven to clipping at the RCA input I see a small square wave modulated at pin 7 of the HIP4080 riding the 6v DC.
Pin 5 has 105khz square wave.
Pin 6 has the triangle wave.
Pin 1 and 2 have their 12v.
Only issue is pin 3 have 12.5v on it too, so the ic stays disabled.
Overload led stays on all the time.
Could not find any resistor out of tolerance, bad diode, or shorted transistor. I still can't wrap my head around the Truth table for CD4013B.
If it is helpful i can post voltages of any chip.

If you leave terminal 3 of the 4080 out of the socket and connect the lifted terminal 3 to pin 4 (ground), does the IC produce output to the FETs?

I know from your guide i can use 10k resistor and a film cap to inject a signal directly into the hip 4080 but the issue i feel is in the pwm/comparator board ?
This is a clocked amp so the carrier frequency is determined by the 4069 oscillator.
If you drive signal into the amp, the output is likely to be distorted/blurred by the changing pulse width.

So any ideas where to look up why the flip flop is shutting down the hip4080 ? I can try to ordering CD4013B from abroad but i doubt it is the issue.
If this is exactly like the fusion, the input to the 4103 is driven by an open collector comparator so grounding the input (pin 3) to any of the grounded pins (6, 7 or 8), should disable the protection from the 4013.
With disabled protection as Perry suggested, across the terminals there is a square wave with the frequency injected thru the RCA, riding along some DC.

In the 2274 voltages, you had 0.8v on pin 1. How could you have 0.8v with no bridge there and have 6v on pin 7 of the 4080 with no bridge on the 2274?
I have re-checked double, triple checked.
