It's a multi layers fully smd board , it will be very difficult to work on it , things can degrade very easily , it's up to you 😉

I’d only be changing two voltage regulators. One is through hole

You can give it a try , but not sure it will help the CS4398 to work any better

making noise measurements before and after will tell you what 🙂

Yeah I already have measurements of it now.

but I’m not sure what amperage I need for one of the regulators

a simple LDOVR , LT3045 500 mA module is enought for the job at the Digital side of the chip

dont forget to remove the in and out caps around the 7805 they will be for no use anymore , the module has it's owns caps

Those caps wont hurt will they, leaving them there?
are they smoothing caps For ripple?

Those caps are for the regulator ripple and stability , no need for the new module , measurements will tell you their real effect if you keep them in

Would increasing those cap values and with better spec caps smooth out the voltage and remove more noise without changing the voltage regulators?

It's all dipense on what is the actual noise at the 7805 reg output , I dont thing adding caps will help , and I don't think changing the reg will be noticeable sound wise , as I said before give it a try and you will know 😉
