Anyway, I paid him like friends and family and I have no chance to recover my money: 400€ + 9€ shipping.
Yesterday morning I received the empty box and tried to get in contact with him, but, as it could be supposed, there was no answwer.
I reported this scam to local Police in Spain and would appreciate if any French user could report this to French Police as well, because I cannot.
I could give him all the necessary data.

You should beware generally of paying via Paypal friends and family. A notorious way to scam people.
Sorry to hear this but we must consider that the PayPal fees for doing it properly are insurance against scams.
As one of the sellers in this forum, I never ask buyers to pay with Paypal F&F.
I once asked for payment with Paypal F&F, but I said that I would send the item first and payment could be made after it was received.

Well, that sucks!! Comes from a guy who direct wired 4K for two amps to a guy in Germany and never heard back... After 35 years of buying/selling stuff I found the guy who really tricked me… Hurts. Not just the money but the feeling, I have lost so much more in selling stuff at 40-50-60% off the buying price but it was my choice to do it. Being robbed is bad.

Your are right Forane12. The worst is not the money, that is just a factor in this issue. The worst is the expectation waiting for the items to come and the need of them... the feeling is absolutly bad.

I had a conversation with a guy selling 2x PWRs few months ago on our local ad site « leboncoin », everything seemed normal.
They stayed on leboncoin for a while then I noticed they appeared here, since 2x for sale are pretty rare there’s good chance he’s the one.
I just tried to find its pseudo but I had already cleared the conversation, but if I find it in the future I’ll report here.
I don't understand why he would even send an empty package, no need for that since you paid as « friend » on paypal (lesson for others here).
Also the little slip inside the box proves he used mondialrelay.fr for shipping, typically used by default with leboncoin as it’s cheaper.
Since it was not a leboncoin sale, he had to order it manually on mondialrelay, so they sure have his name, maybe you can deal with them to find out (I think he was in Alsace or a part of east of France).
There’s probably a discrepancy between the label price/weight and the real box weight, but discrepancy or not, you should also consider that someone might have « emptied" the box during shipping, any sign of previous opening?

What's even more disturbing is that's there are lots of people who think scamming and stealing from others is okay. I guess they weren't schooled in the ole disciplinary ways of the 50's and 60's. You should try to file a complaint with your credit card bank.
I sold some transistors to a guy, I got paid friends and family, we had conversations, emails back and forth, he receives the transistors , he’s happy, after a while he opens a dispute saying that the transaction was unauthorized, PayPal immediately takes my money back, 1000 calls with PayPal and even with my customer( who btw admits he made a mistake/ he said the bookkeeper messes up ), bottom line is it took more than 6 months to take my money back.

No customs between the two countries of course but it is not only the customs. I had a Mutec USB+ reclocker stolen in a DPD office in Bucharest in Romania. The tracking number showed it was in the office and after a few days the buyer went there and they told him it was "lost". I was reimbursed 3.47 euro(three euro and forty seven cents) to cover "shipping costs". Which were actually 22.5 euro. So if someone here bought a Mutec MC3+ USB reclocker with a side connector for external PSU on the right side be sure it was at some point "lost" 😉
It did not help that in the sending office they do check what is inside the box, at least in Bulgaria we have strict rules about that, you cannot just show up with a sealed package as there might be food or batteries inside or other prohibited goods, gone are the days that you simply put something in the PO Box and off it goes.
I have heard a number of people complain about lost packages from Amazon, someone I know worked for Amazon UK and it would be sad if what he told me's true - many people in Amazon shipping now how to identify insured packages and they never reach the destination, those people have apartments full of all kinds of unusable stuff that they later sell on the net - diapers, headphones, anything that Amazon will return or resend the money for or resend. NOT good times.
