IF power handling / max SPL isnt a goal - just good sounding - I would think certain FRs in a transmission line would be hard to beat, ala Tjj226's $13.50 / driver suggestion.
If wood is a problem due to expense, perhaps PVC tube could make a cheaper quarter wave "length".
Of course the right angle couplings at $5 ea (to get the drivers facing forward) could throw it right out of contention...

The sheet of MDF I used to make it was 10 bucks. Obviously the price hike on wood kind of changes that dynamic.

To me the 4 Ohm version looks a lot more attractive, ported is an option and it needs less volume too.
Cheapest speakers I built- Polk MC60 Open Baffle, free wood-dumpster dive.
The last tv we bought I got the best price from the sales manager, but before purchasing I asked if he would include 2 Polk MC60. Nice Guy, he did.

Thats a fantastic little driver. It sounds pretty good as a mini fullrange monitor (a la auratone). I built a pair of these to go on top of the meter bridge on my console. They sound better than some higher priced small fullranges.

Their midrange is really great. However, their beaming above ~5k is ..not desirable.. The tiny whizzer is so steep it causes extreme beaming.
and they aren't very capable in the bass because of the quite limited Xmax of 1,5mm they are nice but quite quiet. They are great as a wide range mid driver though and very hard to beat there, even at 3x the price.

Yes, you are but that's not obvious. The FR 10 HM and FR 10 HMP are very different to the FR 10. The FR 10 got a 20mm VC (14mm), 30W (20W), lower Qts (FR 10-4/8 0,54/0,67 vs. FR 10 HM/8 FR 10 HM/4 1,44/1,13). The HMP version is water resistant. Both are limited in the bass because of the 1,5mm Xmax. The whizzer of the FR 10 is very steep, the FR 10 HM got a much wider dual cone which got the better dispersion above ~4-5k.
What's not obvious is, the HM/HMP drivers got a better dispersion up to the treble but are mostly for TV speaker replacement or open baffle, the FR 10 are very nice as a midrange driver, very hard to beat there, practically a steal for midrange. The HM are the 'better' fullrange because of the dispersion but are limited because of the very high Qts. For the price also very hard to beat.
What's notable: I've build TV speakers for my father with the FR 10 HM-4 and in a small enclosure (semi-open) without a crossover or filter or baffle step compensation because he's hard of hearing and the speakers 'wrong' (non-linear) frequency response are excellent for speech and intelligibility. With FR correction the HM are able to reproduce very good mid/high range, absolutely on hifi level in SQ but are better suited in an OB or FAST speaker. The FR 10 are even better in the midrange but I don't like the treble and dispersion.
Or in short: Both FR 10 and FR 10 HM are good but the best use is very different but both are on a very good for the price.
I just noticed the surround materials aren't mentioned on the new Visaton homepage. The FR 10 got a cloth surround, the FR 10 HM/HMP got a long term stable foam surround, the difference between the HM and HMP is the weather resistance of the HMP, likely the cheapest weather resistant driver available. For the FR 10 and FR 10 HM/HMP I'd prefer the 4 Ohm versions because of the lower Qts.
