Cheap woofer with high SPL

Hi all
I'm looking for a woofer with following features:

Does it exist?

Not to my knowledge. Any decent woofer of the specs required
costs easily 50 € in Europe without postage. You should consider
second hand locally.

What's the intended purpose?

edit: This driver isn't bad at all, but it has its limits. I would prefer it
over no name products anytime. If you'd like to build a 2 way then
you will find a 4 ohm version more favorable. I have made a 2 way
with WS 17 E-4 and the driver is totally worth the money.

If a 2-way, try this Parts Express woofer. It's a very high value Chinese maker. At $5 each you can't go wrong with the price. :) It also has a good -3dB point vented of 30 Hz and meets your SPL requirements.

It got a Qts of nearly 1 (0,95), that gives you an extremely boomy and unprecise bass, in a sealed box and even more in BR. Typical one-note-box, plays just the one in the bass. :D
 
I'm thinking to a 2 way system...

Peerless 8" HDS Nomex ( 830 869) is a good 2 way woofer
that should not make your life a nightmare designing a crossover
in the 2 kHz region. This kind of quality costs around 80 €. Sorry!

I'd seriously consider Peter's offer on Vifa P21 WO. Poly cones
are very forgiving and they don't need complicated XO filters.

If you choose a waveguided tweeter, you will be good to make
the XO point even lower, which is good.

Oh yeah? The Qt will ALWAYS be higher than the Qts. Let's see..
