They really shouldn't have deteriorated totally. 
I would note the wiring polarity to the drivers, then totally disassemble and have a look for corroded connectors and perhaps broken solder joints.
What is wrong with the sound, exactly? That can help diagnose the problem. You can put your hand over the tweeter, for instance, and listen to the bass on its own more or less.

Last time someone complained of that fault, he found that putting his Musical Fidelity MC4 speakers up on stands to ear height cured it.

It looks like they are bass light. That would suggest they work best close to a wall.
Interesting speaker. It's designed to be fast in response. That usually means a small bass coil, which would explain the bass light nature.

Aha i found something, previous owner replaced the tweeter with scan speak. I tried covering the tweeter with my hand i noticed that it's too much "skeeech" causing fatigued to my ears. This might be the reason it's overshadowing (don't if it's the right term) the low frequency. I had a mail correspondence with hiquphon for the correct tweeter replacement. Will post the result after.

Scanspeak D2008/851200 is a typical 3/4" inch soft dome with ferrofluid.
It's 88dB efficiency and Re of 5.7R.
Not a bad replacement for the currently recommended (87dB ?) Hiquphon OWI-92 IMO.
You'd probably easiest just pad it down a little. 2.2R and 22R attenuator should do it. That's about 3dB, which is quite a lot in practise. Your ear is quite sensitive to the top end level.

Well, that's odd. That's a 90dB tweeter so the scanspeak should be quieter.
I'd trust my ears here and just pad down the Scanspeak unit. 3W wirewound for the 2.2, and 7W wirewound for the 22R.
Do you think the (replaced?) tweeters might be wired in the wrong polarity? That would sound a bit hollow.
The 2.2R is wired in series with the tweeter, the 22R is wired across it. That's called an L-pad. It's about right for -3dB (half power) with a nominal 8 ohm load.

Sometimes the problem is a tweeter is a bit harsh at the very top end. The solution to that is to wire a Zobel across it. 7.5R and 1uF in series would do it with the scanspeak. This often works very well with metal tweeters.
It's is an easy fix, because you just add the two components across the tweeter output at the crossover. And it has minimal effect on impedance. But it doesn't reduce output at the lower end very much. So your ears will have to guide you.
