To continue to see if the unit has other defects, connect a 24-0-24 volts ac from another transformer (25 va) to the Red-Black-Red of existing transformer with 1 amps fuses. This will also generate a 13 volts across the other winding. If only the primary has broken wires,, the unit must work, You can then look for alternative transformer. This will also let you trouble shoot if any other problem exists. Watch if the transformer overheats.
(If the unit was accidentally powered from 220 volts supply before, chances are that the transformer might have a primary open circuit. The unit have dedicated transistorized power regulator and not the standard IC regulators. Chances are that the unit might have survived)
