I copied the rcf705 as an active transition. However, I am using 4 ohms to drive 21 inc subbass. However, the preamp level is very low.

The input board has several stages where the gain could be adjusted by substituting resistor values both in the high-pass stereo and low-pass mono paths.
Since this is an active cross over the speaker impedance isn't relevant.
Maybe you need more signal going in, ie an extra gain stage external to the subbass crossover?
