Radiation from the CRT line scan will be picked up with the amp that close. Not a good idea to put anything on top of a CRT, especially a sensitive amplifier. You are blocking ventilation of the monitor and possibly overheating your amp.
No I don't have any lights nearby, only 1 ceiling light even i turn it off noise don't disappear.
Is it the place or where the amp is or because it is placed on top of the monitor?
What if you lift the amp a little ? Mabe the transformer of the amp is interacting with the metal shielding inside the monitor.

I have seen people put stuff on crt before so I thought its ok to put anything on top, but I think you are right maybe it's because of the magnetic strips on crt casuing the noise on my tube amp, the amp works fine everywhere else in my room but I wanted to sit on top of my crt but damn now I have no other choice but to leave it on my working desk 🙁

Yes the noise occurs only when I put it on top of my crt, but it works fine on my desk, i noticed when I put my hands next to the power tubes the noise disappears, didn't try moving the amp up and down.
You said the monitor is unplugged... how can it radiate anything?
Yes they are unplugged and for a long time because I'm not doing any retro gaming right now, I really don't know what is happening but noise is definitely caused by the crt , because my amp works fine everywhere else in my room.
Sometimes you have to understand how electronics works.
Compatability, useage, etc.
Move the amp away from the TV set, case closed.

I understand how electronics works more or less but im still learning about old tech(valve/tubes amplifier), and I think I have learned something new, I never thought that crt tv causes tube amplifiers to make noise for now I'll move my amp to my my shelf/desk but ill have to find out how I can eliminate the noise because this Amp looks better to me when sitting top of my crt tv(I don't know why).

There is a thing called "radiated interference", and for decades now it's been mentioned on a label on the unit, and/or in the owners manuals of just about everything electrical that's been manufactured.
This becomes increasingly important in today's world with the invention of so many devices having so many different types of interferences.
The warning labels tell the consumer to basically move the affected product away from other products as a simple solution.
That's a reasonable thing to abide by and do.
Because pursuing attempts to try and find ways around the interference is usually a waste of time.
CRT tubes can hold a massive charge while unplugged. Maybe this has an effect?
A CRT picture tube, when not in use, does hold a substantial charge - but of DC voltage, which by itself isn't a real issue.
Unless, of course, you tinker around and touch the anode connection.
30,000 volts might wake you up in a flash. 😱
