We will definitely ship to any location. What we are trying to do is keep the postage costs down by offering two locations for distribution. So please just select the location that would usually offer you the lowest shipping costs.
China is probably the cheapest location. if you provide the gerber files everybody could just order a set of boards.
Do you honestly think that I would spend 2000+ hours on the pcb only to give the gerbers away.

There is a recent topic about the poor service of USPS. The cost of postage and tax payments to the UK make postage an expensive addition.
