I could not find a tutorial on this so I think it would be a good idea to start one. I hear there is a option to place a breaker somewhere in between the lamp on off assembly.

Nobody does this because different ballasts need different wiring. (Some magnetic ballasts require ignitors and some don't. I think all of them use a big capacitor. Most electronic ballasts need no other parts.)
Your ballast should include a wiring diagram. That will be the basic circuit. If you want to add a switch, fuse, or breaker in the circuit, then you just connect them in series on the hot side of the power.
If you want other stuff controlled by the main switch, then you connect them in after the switch.
