If the amplifier can accept 4 Ohm You can use it, but bear in mind if it is a 500W amp, at 8 Ohm You can't drive it to max. It should work with half the power. The speaker impedance is usually given by the woofer's impedance.
As MAACO says, if you use a 4 ohm woofer then the overall impedance of the speaker system will be 4 ohm - so make sure your amplifier is comfortable working into a 4 ohm load.
The mid can be 8 ohm and the tweeter either 4 or 8 ohm, but the crossover has to be designed to take the individual impedances of the constituent drivers into account.

The type of output stage used in a tube amplifier determines how well the amplifier handles a mismatch.
It is safe to say that the best performance will be obtained when the impedance is matched.

You were just told it is NOT OKI see, so if I use a 6 watt single ended tube amp which only has an 8ohm tap its ok?
Your cabinet is now 4 ohm so it is mismatched to amplifier 8 ohm tap.

In summary: Using a 4 ohm speaker on an 8 ohm tap means that power tube lifespan may be shortened. This is especially true of Class A amps.
If you did this:Will a 4ohm dummy load added in series making it an 8ohm woofer work?
(a) You would throw away half of your amplifier power in heating up the resistor.
(b) The amplifier would not be in proper control of the loudspeaker so the sound would suffer.

I'm not sure I agree with this. The average current in a SET is set at design time so is independent of the load.Rob covers it well about half way down this page:

With a 4 ohm load on an 8 ohm tap the current swing is increased and the Voltage swing is reduced but the same power is sent to the load. What it can do in a hifi situation is to change the output impedance of the amp, and therefore the bass response.
It can also reduce the available maximum output compared to an 8 ohm load, because the available current was fixed.
