Protel is very powerful, but a very steep learning curve to get started. Perhaps if you are just learning, or just doing DIY stuff, something else may be suitable, say Eagle.
Anyway, I use Protel DXP, so I may not be able to answer much about 99se. What are you having problems with?

yes you are right but i have some files of protel 2.5 and iwant to change in some of my kind so how can i put 16 pin smd ic socket and connect with wire for autorouting
