which video to vga transcoder to get?

i have an extra lcd monitor. and i want to install it into my bathroom wall so i wont' miss too much ESPN and stuff.

now, i can't seem to find an video to vga transcoder that has a TV tuner card built in that IS NOT MEANT TO BE USED ON DESKTOP PC. in other words, i need it completely independend on a pc.

if one of my tv's had an output i could just have it on the same channel as that, but i don't.

and i don't have a cable box, just regular coaxial going to the tv which has it's own tuner card.

anyone know of one that has coaxial input, vga out with it's own tuner card?
