I have two Chromecast Audio devices in my house and they both still work well, but having problems with the optical input into a new DAC and am considering changing to something else. I don't really want to spend much, what would be a good replacement?
I doubt that. I'm not a believer that steamers sound different.I got a WIIM, made the Chromecast sound like it was broke. Point being, any direction you go from here would be a massive upgrade.
Pi is a bit vague. What is being done to the Pi? Also as I said I already have a new DACA Pi, Lyrion Meda Server LMS and a modded SU-1 USB dac. 150€?

piCorePlayer. Server and player all in one. Lots of online support. I've been using this system for many years. It just works.
Am I correct in thinking that's just software? What physical Pi components are required?piCorePlayer. Server and player all in one. Lots of online support. I've been using this system for many years. It just works
A pi4B is plenty. Even a pi3B will work. pi + DAC is the minimum. You can control it all through any browser on your local network. Phone apps, too.
The main website should have all the explanations.
What's your new DAC? If it has USB input available, then Bob's yer uncle.

That looks like an excellent DAC. I'd suggest all you need is a pi4B, a power supply, and a microSD card (those two things usually come with the pi). Follow the piCorePlayer instructions for server+player and using a NAS. You can expand with additional pCP players running off the same server. Those standalone players can be 'lesser' pi's, but you need additional DACs with each additional pi. I currently have one server/player and three other players. They can all synchronize, too. LMS and SqueezeLite are a great system.
Looks cool. Can it output by USB C or is that for power?NanoPi NEO3 + Pure OS
