active matrix refers to the method in which the pixels are drawn in an LCD, as opposed to "passive matrix" which is a much older, slower, method.

Most (maybe all? not sure) run off 12 VDC. Your mileage (amperage) may vary. I know 12VDC/1A is sufficient for those small Parts Express ones, you could use one of the 12V connectors on an old PC power supply, or just pick up a cheap AC/DC converter that puts out at least 1000mA (1 amp.) "Too much" amperage is not going to give you a problem, the panel will only draw what it needs.
