No, the filter components aren't in a feedback loop so both are passive (lossy) filter networks. Whether they have a particular name attached to them I can't say.
OK, I just noticed the top tone control is both passive for the treble section, and active for the bass section. The bottom example is totally passive.

Ah, ok, thanks. I thought about being passive for a second but given the type of amplifier it is, it seemed too weird to me.
Any idea of why would they do that? Both have LM3886 amplifier chips on them.
