What to build with 2 JBL 2220A?

Are these speakers a good candidate for a high spl speaker?
Yes.
What would you suggest?
In the traditional JBL realm, the 4560 "Perkins Bin" would be a reasonable choice if crossing around 800Hz.

The 4560 horn boosts the 150-800 range by +3 to 4dB, bass reflex extends to around 45Hz. Ports could be extended to lower the Fb (tuning frequency) from ~48 to 37Hz, the Fs (free air resonance) of the 2220A.
The high frequency horn could be mounted within the upper portion of the cabinet.

If you want a real bass horn with an Fc (cutoff frequency) ~40Hz, upper response will be limited to around 400Hz, and size will be considerably larger.

These look really big and I am sure they would not pass the spouse test.
Anything smaller?

Sure those drivers are D130A's on the consumer side with the paper dust cap. There are JBL plans for reflex enclosures that could be smaller. Use the 130A to look up recommended enclosure sizes and tuning you will see it in the plans of the listed LF drivers. Smallest enclosure size is about 4 cubic ft, They are nice drivers have fun with them!
