I recovered bits out of a very similar thing myself in the recycling center a few years ago. My guess would be a small transmitter.

I'm thinking early theater amp rack given what appears to be two identical PP power amplifiers on the lower shelves.

PA system for an army base? Looks like there's a microphone on the left but has stereo amps in the rack for music
The top one is a preamp/tuner? The three round pots at the bottom left for are for Volume, Balance and Tone?

Somebody mentioned selenium rectifier. Given the "vintage", copper oxide has to be considered too.
