Searching the inventory solutions pages for an LCD screen, I see that many of the screens say "w/o video". What does this mean? I hope that it doesn't mean the panel can't display video, since most of the listings have this note!

when I spoke with them a while back they said it meant it didn't have s-video or rca....that basically it was vga only.

so it's basically without video... maybe the video part doesn't work or something like that?

Like Blockhead said, "video" usu. refers to composite (RCA) or Y/C (s-video) inputs. The VGA probably works fine.
