What are these toggle caps called

Sorry, forgot got to include the pic. These, they go on flat bladed switches.

They go on the back over the wires, or as caps on the actuator?

Get some PVC tubing, cut and heat in place with a heat gun or hair dryer for the tops

Blood and urine bags are commonly made in PVC.
It is a cheap item, difficult and expensive to obtain as a separate part, usually sold with switch.

The small covers that go on top of lugs in car wiring can be used to cover the wires on the back of the switch, those are easily available at electrical parts shops.
 
Cap on an function switch lit this. As in the top of the picture. You can see the missing one towards the bottom. It's not a big deal I just got curious and started looking for one.
