Ok i feel very stupid now, but i'd like to know what SMPS PSU are, cause i have no clue, but it seems one could be very very useful for me right now. 

OHHH switching mode supplies! i didn't know they called them that way...oops! interesting, i wonder if i can get +-39v from 220V with that...the thing is how?!
Do a search in the Power Supply Design forum. There are at least 6 different threads in (+/-) bi-polar output supplies going right now.
From what you ask, +/- 39V from 220VAC line is nothing out of the ordinary. Depending on how much current you want, you will go with either half-bridge (200-1000W) or a full-bridge (>1kW) topology.
