Raffir, according to those notes, the amp should have a PSU with +/- 25 volts! How have you got 14.76 volts and do you mean that you have +/- 14.76 volts?

Yes, is +/- 14.76 volts. I assumed that I could run at a lower power and get lower power output. Is this assumption incorrect?

I suppose you only have one transformer and my coments are based on that.
Connect one very short and thick wire from one channel's star ground point to the other one.
You'll have to join the two boards close toguether.
Then connect the ground wire from the PSU to the middle of that thick ground wire.
Then fire it up and see what happens.
