weak bass...

Well,

I have this woofer:

I'm using it in a sealed 56 litres box (20-22 litres net) and I have a very weak bass at low volume levels.
Someone told me that this happens because that driver is conceived for bass reflex pourpose, and because anyway it has a very high Fs to get good deep bass.
So, should I change driver or can I improve the situation in any way?
The box volume seems to be correct even if I would transform it in a bass reflex unit, so I only should add the duct...
What is your opinion about?
Any margin to save the situation?

It is called a woofer, but it is not.
[Xmax] = 1.35 mm
[Hz] = 0.28
[Qts] = 0.28
A MF driver it is.
For best results, operate it above 100-200 Hz.
