I would like to own a good quality second hand CD player with optional USB and FLAC capability, on a budget.

I am not sure if the flac requirement limits you to a very narrow selection of cd player, with built in dac to handle the flac requirement from an external source.
I dont know of any cd players that can handle flac data recorded to a cd. All of which shows that maybe I am to old for all of this.
What's vinyl availability like in the Ghats? just bypass flac and move onto a better format !

thanks for your reply, yes i can remove flac capability.
😀 ghats is actually Pune city, and although i didn't check for vinyl availability here, will do so.
just want something decent enough (CD player, i.e.) to carry me for 1-2 years.

Here are some media players that apparently will do FLAC. List of hardware and software that supports FLAC - Wikipedia
There are some good Onkyo and Marantz CD players that meet some of what you need at more than reasonable prices - the FLAC playback may be a tough one.
I'll post some model numbers later, but they've been mentioned around the site so I'm sure someone else will beat me to it.

I actually have a Onkyo C-7070. I like it, but it might be more than you're looking to $pend. I was prompted to look at it after playing with the C-7030.

something of a mid-fi, but second hand!,
if you and all others say, its a waste of $$, then will stick to existing ones without exploring further. 😕

There are some vintage Philips Cd players with 1541 DACs available at very reasonable price on ebay UK.

One of the best performing cd players for the people on a budget is Sony CDP XE270 or CDP XE370 (with remote control). The latter device out of the store had cost 100 €, VAT included, in the early 2000's, and the laser assembly is easily obtained new in any case. This device never had any problems reading any cd's. I am now converted to listening to Plextor scsi cd rom drives that have an adjustable line out voltage so it serves as a headphone amp or as the volume control for an amplifier. The controls are limited to eject, stop, play, fast forward and next, obviously no display as well but that suits me fine. I have no problem with that and the sound quality is amazing.

CD players introduce a lot of problems that Meridian was able to solve by introducing a computer CD-ROM drive built-in their high-end CD player reading redbook data at 4x and re-clocking everything and passing through a memory/buffer playing at 1x. Which is basically what a computer would do today, i.e. rip all the files and play through a streamer connected to your DAC of choice. And you get FLAC support as well.
