I am interested in building a Vox UL730 clone, with the OS/117 transistor preamp. I have been looking at parts availability and am wondering what is the difference between the different variants, (A/B/C) of the BC109 transistor? Can I substitute any of the variants in the schematic without issue?

Letter indicates current gain.
Look at the datasheet but C means up to 500, B up to 250, A up to 150 and no letter around 100, but don't take my fuzzy memory as the Holy Quran, check for yourself.
If not specified in schematic, B is usually fine.
Besides, BC109 means the metallic case one, popular way back then but today search for the plastic TO92 version (BC149 and others same family), exactly the same chip inside.
Don't waste time and money searching form a BC109 today.
The datasheet covers all variants.
