Yes you need the decoupling near the opamp! There is wiring between the opamp and power supply which has resistance and inductance and which may carry currents from elsewhere in the system. NEVER leave out local decoupling at opamps.

As mentioned before, those caps can stay, probably don't help but if they are there, you can let them stay. R65 definitely should go.
