Susomora, Paper in Oil caps. are hermetically sealed with glass ends and will stay sealed practically forever! I replaced the film/foil polypro. caps in my tube headphone amp. with PIOs and the soundstage widened by quite a lot. At first, I actually thought the two channels were out of polarity with each other.
BTW, the type you bought are 'bulkhead' or feedthrough type. One side attaches to the chassis and the other is the signal lead. Once you fixture the caps to the chassis (not Grounded but insulated from Ground), you can use a ring lug to connect the body to one side of your circuit and the wiring tab for the other side of the circuit. - THermo
