You could try approaching a custom switched reluctance motor manufacturer with your application. These can have very high torque at low speed, but optimized speed/number of poles will have to be calculated with the volume of the resultant gear stack and maximum power output available for given motor configuration. This motor type doesn't have a wound rotor and so the IR heat can be drawn away easier with available fluid cooling.
I think 1.8 is not sufficient. you should be go for higher.
