I'm testing a ir2153 based smps powering a Audio Amp as it´s not powering the subwoofer. I have verified both MOSFETS drive by IR2153 are blown same as the IC, so I have replaced all of them. For the first attempt I disconnect the Amp for testing the PSU and connect a 100W series bulb for testing purposes.
When I switched on the mains supply the bulb turned on and turn off, oscillating all the time. Is that a normal behavior? does it mean that the IR2153 is providing output to the Mosfets with no issues or does it mean that there´s still any short or issue in the pcb?

From the pdf we can see that the the thing gives 180W. I doubt it does. In any case, as the psu was blown, try to disconnect the psu and the amp. Try again to start the psu alone again woth the lamp in series to the line cord. I suspect that there is something wrong in the amp too. Keep us posted.
If the thing has a PFC preregultor, the flashing lamp is normal. If the PSU is a simple SMPS, it isn't.

Yes, I did already. As commented on my initial post the psu is being tested with a series bulb with no load. I want to know if the flickering on and off continuously on the buld is an indication that the psu has been fixed already or just the opposite and the ground is still there. By the way I hear the clicks from the ir2153 activating the mosfets...
I guess It´s a pretty standard design as it does follow basic designs found on the web (see schematics). I want to avoid destroy again the Mosfets and IC so that´s why I am doing the bulb test without load before final reassembly.

Measure capacitor , going from ir2153 pin1 , or try to replace them. Measure voltage on it , ic must get its power to operate properly . 100w for bulb tester should be okay .
Can you try with a higher power bulb?. Say, 200W or 2 of them in parallel. It perhaps happen that it needs a little bigger power. But it is strange. Check diodes and capacitors in the output an use a little load in it, like a led + resistor to see if the PSU can maintain its output voltage.
