There's the Labjack U12, which is a USB box with analog and digital I/O.

I/OWarrior is a more basic USB I/O device:

The UBW or USB Bit Whacker is something like the I/O Warrior, but hex code and board layouts are available if you want to build your own from scratch, or you can buy a board ready to go: http://www.sparkfun.com/commerce/product_info.php?products_id=762

To control high voltage stuff, the safest way would be to use a "solid state relay", or a real relay.
