Not so easy, need to know lots of stuff, need a pcb to make an actual ckt with connectors external components, power supply etc. Need to know how the SPI interface works to begin with programming, how you configure the registers.
You need a means to control these registers, a user interface display to show settings and way to select what registers you are writing to, a way to input a request to change the register settings

The Proc. is in QFP format which is intended to be surface mounted by a PCB fabrication. The chip alone is no use for you. If you explained your goal, someone can provide advice for you.
