Yes you can do this. I assume you will take care that the shelf doesn't cause a problem or get in the way.
Are you talking about moving the woofer, or just the tweeter to below?
You likely do not want to disturb the Zd of the TL.

Some determined use of the Table saw there, and the finished results speak for themselves.
I assume you have modelled the driver's cabinet, and Xover. If so, depending on the simulations, can you judge how much things are changed by the 1foot change in height at the listening position.
Mission loudspeakers quite often have the tweeter underneath the bass-mid. Third order inverted Butterworth slopes and your flat baffle can be made to work as per the words in my 1989 Loudspeaker Design Cookbook.
So maybe if you are forced into doing this you may have to play with the Xover a bit.
