As an ex factory machine tool maintenance engineer I would take Temaad,s advice , it requires training to operate machine tools in safety.
A guy on a lathe was cutting a thread internally on a piece of steel bar , the carbide tipped tool used to cut the thread left swarf internally in the screwed steel , while the machine was still turning he tried to remove the swarf ---his finger stuck in the hole and screwed his finger down to the bone .
He was a deaf & dumb guy ---it took three guys to hold him down as he was carted off to the accident room.

Hi, You have not advised if you can use the machinery effectively, or a least have instructors than can & are willing to show you.
Also clarification, are you just trying to make a T/T or do you want to make a tone arm as well.

For the first point, in fact, yes. I actually have been thought how to use the machinery last year during our engineering programme which we did a hands-on and made a speaker box. I've actually learnt a lot about these machinery, so I'm fine, though I also have supervisors who will provide tips when necessary.
Second point, I am actually building a whole complete turntable so I also require a tonearm, and for the cartridge, I'll find one which balances quality and price.
First of all, we used the advanced tools to build the speaker box with acrylic on the heating machine which can hurt people if not used correctly. We have actually experimented with the soldering iron, and also the lathe in our school, plus we have a drill which can cut circles. I have done it a few times without any injuries. We also have high-precision laser cutters and 3D printers, which might be a little helpful too at times, and I will attend a workshop about them this year.
Second, I do not have them, but my school actually offers some funding, if possible, I can actually pay them in cash so that shouldn't be a big problem here. 🙂 And yes, I know about eBay, in fact I sourced some parts from there, hope that this helps.
