I guess that must be why the Dems always claim tax cuts are for the rich. Since anyone who is in the top 50% of earners is "rich" by their standards, then just about anyone who pays taxes ends up being "rich".

accordin to the gov.u must make atleast a certain amout a year (around 15000-20000 i think) to qualify for taxes. if u dont make that much u are exempt. this was the issue with the bush tax rebate. so people wanted it to go to everyone, even to those how dont earn enough to pay taxes. doesnt make sense how can u justify a rebate if u didnt pay to begin with. if it worked, i woulda gone to bestbuy and ask for a rebate even though i didnt buy any thing. they say 'haha u loon'.

conditionally probably. as a student i've never made that much in a year, but i still pay taxes on my wages.
