Yes, the snubberless version is not rated to fire correctly in quadrant IV. As to adding a snubber network, well that is normally needed to stop false triggering of the triac on inductive loads such as motors (when you are controlling the phase angle to alter voltage). My experience with transformers was that it wasn't really needed as we are either turning them (the transformer) fully on or off.

This is the data sheet of a recommended triac for heavy duty use. Its quite sensitive too (gate current requirements)

The logic level ones aren't suitable according to the data sheet (page 2) as they fire in only 3 quadrants.

The opto looks fine and its a high sensitivity type and so needs little LED current to trigger it.
